Captain Joseph Centanni of the Inspectional Services Bureau (ISB – the internal investigation division of the Troy Police Department) recommences investigation into the killing of Edson Thevenin in January 2018. This investigation began in May 2016 but was paused with the dispute between the Troy PD and the Office of the Attorney General. This report, what we now know as the Centanni Report, is completed in September of 2018 but suppressed by the TPD and Troy city officials until July of 2019.
The existence of this report was leaked to the family. It took a court order, as a part of the Thevenin family lawsuit against the city of Troy, to force the city to admit that the report exists. The city continues to suppress it until forced to release it by the court.
